For laying of pavers and grass pavers type of base depends on load conditions. But we recommend atleast base of 150mm for residential driveways and 300 to 450 mm for industiral driveways. Specific areas and sites should be studied to decide the optimum base by a relevant engineer or architect,

Yes paver block pathways are easiest to maintain and reparis can be conducted by trained personal at any time, it requires little effort and is cheaper than say maintaining concrete or asphalt roads.
